Since 2 October 2026, most international students can no longer include a partner or children in a Student visa application. For many Filipino students planning a February 2027 intake, the real question is whether the exemption for ASEAN students applies to them, and what has to happen at lodgement for a family to travel together. This guide sets out what the Department of Home Affairs says, where the wording is still thin, and how the reduced base charge for Philippine passport holders fits in. It is general information only, written for Filipino students and families in the Philippines and in Brisbane.
What Changed on 2 October 2026 for Student Visa Family Members
The Department's factsheet on the student visa changes confirms that, from 2 October 2026, applicants generally "can no longer include family members (partner and/or dependent children)" in a Student visa application unless an exemption applies. Applications lodged before that date continue to be assessed under the rules in place when they were lodged, according to the Department's what you need to do page.
The same page set also closes a second door. The Department states: "You cannot add family members (subsequent entrants) to a Student visa after it has been granted." It adds that there are no exemptions to that rule. For the background to the announcement, see our earlier article on student visa dependants in 2026.
Who Can Still Include Family: The ASEAN and Pacific Exemption
The Department's family members page (last updated 7/10/2026) lists the groups that may still include family members:
- PhD students
- students sponsored by the Department of Foreign Affairs and Trade (DFAT) or Defence
- foreign government scholarship recipients
- eligible students from Pacific countries and ASEAN member countries
This fourth group is the one that matters for many Filipino students, because the Philippines is a Southeast Asian nation (see the charge section below). Subject to Department requirements, a Filipino student in this group may still be able to apply with a partner and children. Note the word "eligible": the exemption is not automatic for every student with an ASEAN passport.
Does the Philippines Qualify? What the Department Does and Does Not Say
Here we need to be careful. The Department's family members page and the factsheet use the phrase "an ASEAN member country", but neither lists the countries or defines the term. We have therefore not told you that the exemption definitely applies to Philippine passport holders, because the Department's family pages do not say so in those words.
What we can point to is the legislation. The Home Affairs Legislation Amendment (2026 Measures No. 1) Regulations 2026 expressly names the Philippines in its list of specified Southeast Asian countries for the Student visa charge. That strongly suggests the Philippines is treated as part of the ASEAN group for Student visa purposes, but it is not the same as a Department statement on family members. Before you lodge as a family, confirm your position against the live Department pages or with a registered migration agent.
Applying Together: Same Location, No Add-Ons and the Invalid Application Trap
The Department states that the primary applicant and the family members included "must be in the same location when the application is lodged". Because subsequent entrants cannot be added after grant, the decision about whether the family travels together has to be made at the time you lodge, not later.
The consequence of getting it wrong is spelled out in the Department's own words:
"If you include a family member who is not eligible to be included, their application will be invalid." (Department of Home Affairs, student visa changes, what you need to do)
The Department's wording leaves no room for error. In practice, this means each family member should be checked against the exemption before lodgement, and the evidence that a student qualifies for the exemption should be settled first.
For Pacific students facing the same rules, our article on the PNG student visa and the new family rules sets out how the exemption works for that group.
The $2,050 Base Charge for Philippine Passport Holders From 1 July 2026
Separately from the family rules, the Philippines is named in the legislation for a reduced Student visa application charge. In the Home Affairs Legislation Amendment (2026 Measures No. 1) Regulations 2026, which commenced on 1 July 2026, the base application charge for a Subclass 500 applicant from the specified Southeast Asian countries (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam) is $2,050. For other applicants, it is $2,500. These figures apply to applications made on or after 1 July 2026 and are read from the as-made regulations.
Additional applicant charges for family members are separate and are not covered here. Check the Department's current charges at the time you lodge, because amounts can change.
Filipino Students Already in Brisbane: Planning a Further Student Visa
If you are a Filipino student already in Brisbane and thinking about your next Student visa application, the Department's factsheet says that current holders in Australia "may be able to include them in your next Student visa application". That wording is cautious, and it does not promise an outcome.
Three practical steps help. First, confirm which exemption applies to you, using the Department's live family members page on the day you lodge. Second, keep your family's identity and relationship documents ready so the application is complete. Third, speak to a registered migration agent before you lodge for anyone other than yourself, because a mistake on who is included cannot be fixed by adding that person later.
A Pre-Lodgement Checklist for Filipino Families
Because the rules now turn on who is included at lodgement, it helps to work through a short list before you submit anything. This list uses only points the Department has stated on its own pages:
-
Confirm that you fall within one of the exempt groups on the Department's family members page, and note the date you checked it.
-
Decide at the outset which family members will be included, because they cannot be added after the visa is granted.
-
Make sure the primary applicant and every included family member are in the same location when the application is lodged.
-
Check the base application charge that applies to your passport against the Department's current information on the day you lodge.
-
If you lodged before 2 October 2026, remember that your application continues to be assessed under the rules that applied when it was lodged.
None of these steps guarantees a visa outcome. Each application is assessed on its own facts, subject to Department requirements, and the rules may change again. A short conversation with a registered agent before lodgement is usually far cheaper than correcting a mistake afterwards.
